The Draft-agreement between the Office Malgache des Hydrocarbures (OMH), the General Management of the Customs and GasyNet was signed last June 22nd by Mr. Harivelo ANDRIANARAHINJAKA, Managing Director of the OMH, Mr. VOLA-RAZAFINDRAMIANDRA Ramiandrasoa, Managing Director of the Customs and Mr. Pascal BEZEN\u00c7ON, Chairman and Managing Director of GasyNet, indicating the official integration of the OMH into the MIDAC Module (Ministries, Departments and Control Agencies).<\/p>\n\n
Through this signature, the OMH showed its willingness to modernize and improve its services. Indeed the Managing Director of the OMH explained \u201cwe have decided to adhere to this system as soon as it was proposed to us, because we are convinced that it will contribute to shorten the processing time of the documents which will be submitted to us and to stabilize the market of lubricants for the safety of consumers\u201d.<\/p>\n\n
This signature also means that preliminary requests for lubricants and compliance certificates for lubricant imports, as regards motor oils and transmission oils, will eventually be processed electronically. The operator will submit his request on line to the OMH, which will receive it in real time. After a study of the document, the OMH will validate its decision through the system, and the operator and the Customs will be simultaneously informed about it in real-time. During the signature of this draft-agreement, the Chairman and Managing Director of GasyNet announced that \u201cat present we concentrate our efforts on connecting and training all the operators who are authorized to import lubricants, so that they will be operational as soon as the module is launched officially. As for the OMH, it is ready now\u201d.<\/p>\n\n
The Managing Director of the Customs took the opportunity to express his satisfaction \u201cthe Customs, within the framework of his modernization policy, installed this module so as to have intangible certificates, authorizations, permits or licences for the clearance process, ensuring the traceability and the authenticity of the documents presented to the customs and therefore, a facilitation of lawful trade\u201d.<\/p>\n\n
Following the results of the pilot phase, it was agreed that from September 3rd, any requests relating to the importing of lubricant will be dealt with through the module MIDAC.<\/p>\n","protected":false},"excerpt":{"rendered":"
