The distribution of the electronic manifest

It allows authorized entities to receive the eManifest

The import manifest is available electronically in the TradeNet Electronic One-stop shop and automatically distributed to the authorized entities. The Maritime and Fluvial Port Agency has regularly received them since 2009 for statistical and control purposes.

How does it work?

1.

The manifest is submitted by the shipping company in the customs system.

2.

The manifest is replicated automatically in the TradeNet one-stop shop.

3.

TradeNet sends the electronic version to the entities entitled to receive it.

Port Management Module

It allows the gatekeeper to check, depending on the clearance situation, whether the truck is allowed inside the Port.

The access of a truck or container into the port facility must be regulated to allow for smooth operations and movements and avoid congestions inside the port.

How does it work?

1.

The carrier comes to the port gate, either to pick up released goods or to deposit containers for export.

2.

Upon import, the Port Management module allows the Port Agent to check that the customs clearance is well under way and that the carrier is allowed inside for the rest of the procedure

3.

Upon export, the module allows the port agent to check whether the goods have been declared and that the carrier is allowed inside for the rest of the procedure.

Delivery Order Module

It has made it possible to dematerialize the voucher for the needs of the customs and the handlers

The issuance of the Delivery Order (ADB) by the shipping company means that the operator has completed all formalities and made all necessary payments to the latter

The Delivery Order Module allows shipping companies to issue this ADB electronically to the attention of their customers and customs authorities and is part of the system requirements for the release of goods.

How does it work?

1.

The business or their representative presents himself to the consignee to carry out the procedure as well as the associated payments.

2.

The shipping company issues the electronic Delivery Slip via the TradeNet one-stop shop.

3.

The ADB is available in real time in the system for the needs of customs and material handlers.

Handler Module

Handler Module

It allows the handler to verify the completion of the various formalities before authorizing the removal or loading of goods

Handlers at ports must be able to verify the completion of the various formalities carried out at the level of other stakeholders before authorizing the removal of the goods on import or shipment of the goods for export.

In Toamasina, automatic data exchange has been established between TradeNet and MICTSL, which receives in real time the details of the containers that meet the requirements for pick-up and loading.

In ports other than Toamasina, the Handler Module provides handlers with the possibility to:

– upon import, verify that containers are in good standing vis-à-vis Customs, GasyNet and consignees, validate their release, and track empty containers and their return to the consignees;

– and upon export, check if the containers are in order and validate their admission to loading.

How does it work?

1.

Once the customs clearance is done, the business or their representative comes to the level of the handler to proceed with the removal of the goods (import) or loading (export).

2.

Upon import, the module allows the material handler to verify that the containers are in good standing with Customs, GasyNet and the consignees, validate their release, and then track empty containers and their restitution.

3.

Upon export, the module allows the handler to check if the containers are in good standing vis-à-vis the customs and validate their admission to loading.
